include "use built-in browser for links" in options and/or map settings

It is possible to choose whether you prefer to use the built-in browser for your links or an external browser. However, it is quit a puzzle to find the place of this setting.
I found it in the ribbon / Insert / Links.
My suggestion is:
- Add the enable/disable setting for "use built-in browser for links" at application level in the File / Options wizard.
- Overrule this setting at map level in the File / Info / Map settings dialogue box.
