Is there a way to export to a flat html format? I don't require any functionality associated with interactive HTML5.

You can re-enable the Add-in "Save as Web pages" at File > Options > Add-ins. This has a range of HTML outputs but does look dated in comparison to modern web pages.

Then why export HTML, you could just export an image if you don't need any interactivity.
