Re-order icons

How can I re-order icons?

Sometimes when I put icons in the order I insert them, the order I want it works. But if I use an icon from a folder then that takes the first position sometimes!

In the example attached, I used the blue arrow from the arrow folder - in the order I wanted. But it doesn't work for the green arrow from the arrow folder.
