No access for Properties and Format Shape options/menus

Hi,
I fact I have to use only predefined shapes, themes and formatting because options/menus:
- Properties
- Format Shape
are not accessible even topic is selected and check box in Settings/General/Properties is marked.
Have You any idea how to get access t formatting options?
