How Do I Add Publishing, Sharing and Co-Editing to Perpetual Lic?

These functions are not supported with the perpetual license. How can I add them? I had these functions in the past.
WIN 10, 64 bit. i7, 32k RAM
How do I manage shared content permissions?
In MM vs 2021 for Windows, Publishing and Sharing are available.
Co-edit needs an addin subscription.

I'm able to share via my OneDrive account (cloud) but the publish and share functions (tabs) don't work. I keep getting the error "file exceeds 100MB, Reduce the size of your file." I was able to publish one small file, but I get this error when I try to update the file and I can't publish new maps.
The program is also very unstable with WIN 10. I continually get a "Not responding" error.
