Support filtering of relationships

Filtering of relationships would be very helpful when dealing with complex maps.

One approach would be to base the visibility of a relationship on the visibility of its callout topics.

• If all callout topics attached to a relationship are filtered out of view, then the relationship is also hidden from view; and
• If there are no callout topics on a relationship, then it is always displayed.

There might be more elegant ways to do this.
