Add ability to click on topic to open attachments as well as links in published maps

The ability to click on topics directly to open links rather than have to try to click on a link icon (provided there is only one link on the topic) is a really helpful feature for making published maps user-friendly. However, if you want to open an attachment you still have to click on the paperclip icon, then click on the attachment name in the attachment tab which then appears.

It would be great if this worked the same way as links, ie, if there was click on topics to open attachments facility in published maps. Obviously there would need to be a way to deal with topics which have both a link and an attachment - ideally this would be user-selectable.
