Harmonize HTML5 options

HTML5 maps offer the end user all kinds of options. Some of these can be provided with a default value in advance by the MM author. Some can be set by the application user in the application options. For me the whole is rather confusing.

Proposal:

1. Make sure the MM author can default ALL HTML5 user options before publishing (within the publishing dialogue box).

2. make sure that the MM application manager can provide ALL HTML5 authoring options with a default value (within the Application options).
