Record topic creation and modification dates

This suggestion has been around for aeons, but it's always worth trying again.

When working collaboratively with longer-lifetime maps, it is often helpful to start by finding out what is new since you last visited. Map authors have a range of possibilities for marking this up, but they need to remember to do that, and explain the mark-up. It would be great if dates were automatically added and available to filtering or indexing.
