Allow numbering to begin at root

Current design does not allow user to start numbering at the root, which is inconsistent with WBS numbering practices. I regularly use MindManager to build out WBSs. While once exported to MS Project, Project will number it correctly, it's still frustrating to look at the wrong numbering while building the WBS.
