Add "Ignore indexing" to Topic Options

Right-clicking on a topic and clicking Options lets you disable Filters and SmartRules on a Topic. It would be helpful to also disable the Map Index for selected Topics.
A use case for this is where a map contains a detailed legend for the markers. It would be nice if the index contained working Topics only, and ignored background information.
This could also serve as a workaround for suppressing the rolled-up progress icons in the Map Index.
